Senator Wilken moved and asked unanimous consent to abstain from                                    
voting because of a conflict of interest. Objections were heard and                                 
Senator Wilken was required to vote.                                                                
                                                                                                    
The question being: "Shall CS FOR SENATE BILL NO. 280(RES)                                          
"An Act permitting grants to certain regulated public utilities for water                           
quality enhancement projects and water supply and wastewater                                        
systems" pass the Senate?" The roll was taken with the following
